> The testing on monsoon and rainfall in Southern China(SCMREX Plan)

一、The background for the SCMREX  Plan

This SCMREX Plan is the international scientific testing plan raised by the meteorological department of China for the scientific problems to be resolved in terms of the heavy precipitation and monsoon in Southern China, especially the disaster of sudden rainstorm. China Academy of Meteorological Science lead and implemented the testing on monsoon and precipitation in Southern China in May-June, 2013 and April-June, 2014.


Under the attention of the leaders of China Meteorological Administration and firm support of the relevant functional departments, the testing on monsoon and precipitation in Southern China applied by China Meteorological Administration was approved by the World Climate Researching Plan of World Meteorological Organization (WMO/WWRP) as the researching and development project of WMO (Research and Development Project,RDP).


On March 21, 2013, the science and technology department of the administration held the expert consultation meeting on the implementing plan of SCMREX; the experts fromChinese Academy of Meteorological Sciences,Sun Yat-sen University,National Natural Science Foundation of China,China meteorological administrationand other foreign countries had affirmed the expectation of SCMREX on the meeting.


二、The organization and structure for the SCMREX plan implementation

On April 21, 2013, in order to realize the implementation of SCMREX  plan in a further step, China Academy of Meteorological Science applied to the organization and structure for the working plan to China Meteorological Administration (including international science instruction committee, domestic coordinating groups and four working groups), and this application was replied and approved by the Department of Science, Technology and Climate Change of China Meteorological Administration in June, 2013.


“International scientific instruction committee” is responsible for the design of the instructive plan and implementing the supervision; the “domestic coordinating group” is responsible for implementing the field test and coordinating the work of various working groups; the “four working groups” are responsible for the tasks relating to the experiments respectively, and they are the group of observation, the group of information, the group of numerical weather forecasting (the group of numerical simulation) and the group of mechanism.



三、The progression of the SCMREX plan in 2014

From April 3 – April 6, 2014, the site selection for the equipment and device for field test was performed. Guangdong, Guangxi,Hannan,Hong Kong and peripheral marine area were selected for the test area, and the intensive observation were performed on the basis of the original operation observation network. The common operational observation network includes: 33 weather radar stations, 23 wind profile radars, 133 GPS/MET stations, 86 automatic stations and more than 9000 regional stations. The regions for intensive observation is: A. Yangjiang-Maoming observation are and B. Guangzhou-Heshan observation area; the rawinsonde stations for intensive observation: Qingyuan,Yangjiang,Haikou,Sanya,Wuzhou,Nanning,Beihai.



From May 1, 2014 – June 15, 2014, it entered the phase of intensive observation, and the mobile observation equipment was supervised for 24h per day during the rainstorm; the equipment operation and detailed weather were recorded every day. The intensive rawinsonde observation started from 8:00 of May 1,2014 and ended at 8:00 of June 15,2014. The four stations in Qingyuan, Yangjiang, Haikou and Sanya performed two intensive observations at 2:00 and 14:00 on the basis of operational observation at 8:00 and 20:00. The three stations in Wuzhou, Nanning and Beihai performed the intensive observation at 14:00 during the testing, and according to the rainstorm forecasted by meteorological administration, the intensive observation on 2:00 will also be performed in each station.
